The Maryland General Assembly website provides that “the ‘official’ compilation of the laws (Chapters) enacted at each session of the General Assembly is published by the State as the ‘Laws of Maryland’, commonly referred to as the ‘Session Laws’.” The Laws of Maryland (Session Laws) are the official laws of the state; however, the Maryland General Assembly’s website provides that “this Code and the annotated versions noted below are accepted as ‘evidence’ of the law in all State courts and by all public offices and officials (See § 10-201 of the Courts & Judicial Proceedings Article). However, in the event of a conflict between the Code and the Session Laws, the Session Laws prevail.” The Maryland Division of State Documents website provides that “[t]his is an official publication of the State of Maryland and is published every two weeks.”
The website's FAQ section includes the following language: “[t]he printed copy of the Maryland Register is published every 2 weeks. The online Registers on this web site are reproduced as close to the printed version as possible but may contain errors.”
The Maryland Division of State Documents website states that “[u]nder State Government Article, §7-217, Annotated Code of Maryland, the printed version of COMAR is the official and enforceable text. Only the official text may be judicially noticed under Courts and Judicial Proceedings Article, §10-203 Annotated Code of Maryland.” Reported opinions are available on the Maryland Courts website, but with the disclaimer that “[r]eported opinions appearing on this website may not be the final, official version of the text of Appellate Court opinions/orders. Only the bound volumes of the Maryland Reports and Maryland Appellate Reports contain the final, official texts of the reported opinions of the Maryland Court of Appeals and the Maryland Court of Special Appeals.” Reported opinions are available on the Maryland Courts website, but with the disclaimer that “[r]eported opinions appearing on this website may not be the final, official version of the text of Appellate Court opinions/orders. Current practice requires the public to search for Session Laws based on the bill number. Users can search the 1996 Regular Session to the present.
Archived Session Laws are available online through the Maryland State Archives website.
The Maryland State Archives website has select superseded code volumes available online. Current practice has the eight most recent issues available online.
Archived issues, dating back to October 17, 1974, are available for purchase through the Maryland Division of State Documents. From 1974 through 2003, the Registers are scanned images of the issues and not searchable. Registers from 2004 to the present are searchable pdfs.
Current practice has opinions available from the 1995 filing year to the present.

UELMA Adopted Yes. The Maryland Uniform Legal Materials Act was introduced and cross-filed as Senate Bill 137 and House Bill 165 during the Maryland General Assembly’s 2017 Legislative Session. Both bills passed, and the Governor signed the act on May 4, 2017. The Maryland Uniform Legal Materials Act took effect on October 1, 2017.
