    The President's Message

    As I helped my son packing for school, I finally accepted the fact that this summer had slipped by me without my notice. I hope that you all have had a wonderful and productive summer.

    First of all, I would like to thank everyone who have participated in the Caucus. I would specially thank all of you for the support I have received at the convention. I hope that I can fulfil the charge you have bestowed on me in this coming year.

    Second, I would like to extend my appreciations to all of you who have agreed to serve on different assignments. Special thanks go to Haibin Hu, Dan Wade, Heija Ryoo, Wei Luo, Jie Sue, and Jonathan Franklin. I know that a lot of you have served on the same committee before. I appreciate your willingness to serving again for the coming year. Our Caucus is small; it is even smaller in membership participation. Until we get more members who volunteer to serve on a committee, propose and recommend policy and innovation, I need to rely on the support and suggestions of "old timers". I encourage all of you to actively spread the word about our Caucus.

    There are many Asian law librarians out there, and there are even more people who are interested in Asian laws. Although we have quite an impressive lists of names in our membership, we only have a handful of members who are actually actively participating in activities. I know that it is hard to think about this Caucus after we settle into our daily routine when we get back to our posts in life. I would like to ask each of you to consider how we can encourage and promote membership participation by all who share our common concerns.

    Last, all my predecessors possess a dynamic personality. I know that I will have a difficult path to follow. I am willing to face this special challenge. I would love to hear from you through out the year. Please help me fulfil my calling as the President of this wonderful Caucus. I hope to hear from you all soon.

     


    New Home for Our Webpage

     

    In August, Mr. Jie Su, master of the Caucus' webpage for the past year, left his position at Washburn University Law Library to be a computer programmer for the State of Kansas, resigning from his post as maintainer of our webpage. In response to his resignation, the Caucus decided at its last business meeting in Indianapolis that Mr. Wei Luo, Southern Illinois University School of Law Library, would take over the Caucus' web publishing. From now on, the new address for our webpage will be at:

    http://www.siu.edu/offices/lawlib/aallc.

    Washburn University Law Library will, however, continue to host the Caucus' listserv, a discussion group of interested Caucus members.

    From the Editor's Desk

    Haibin Hu

     

    Before leaving Washburn Unviersity Law Library to work for the State of Kansas, Mr. Jie Su was responsible for setting up single- handedly and maintaining our Caucus webpage for the past year. Jie was always diligent and did a wonderful job in keeping our presence in the online world. As an organization, we owe a debt of gratitude to both Jie and Washburn University Law Library for establishing and maintaining our webpage and listserv. While we will miss Jie's excellent work and devotion to our organization, we wish him good luck on his new endeavors.

    Meanwhile, I am glad that Wei Luo is the new master of our webpage. With great enthusiasm and computer expertise, he will make our webpage continue to succeed.

     


    What's Hot

    The Internet Chinese Librarians Club (ICLC) (http: //www.lib.siu.edu/swen/iclc) was recently awarded 4 stars on Magellan by the McKinley Group (http://www.mckinley. com), an international team of publishers and information specialists. Magellan is an online guide to the Internet that includes original editorial content and a directory of reviewed and rated sites along with a search engine. This comprehensive guide covers nearly 2 million Internet sites and 40,000 reviews. To rate an Internet site, Magellan uses criteria such as depth of the content, ease of navigation, and net appeals. The ICLC excels in each of the criteria of evaluation, according to the Magellan's review. Earning 4 stars is the highest rating that an Internet site can achieve from Magellan.

    The ICLC WebMaster is Mr. Shixing Wen, Cataloging Librarian at the Southern Illinois University Main Library. Ms. Peng (Penny) Zhao, Catalog Librarian at the Law Library of Columbus School of Law, Catholic University of America, serves as an ICLC Listserv Liaisons. And Wei Luo, Assistant Technical Services Librarian at Southern Illinois University School of Law Library, serves as a member of the ICLC Board of Directors and Electronic Publishing Committee. < by Wei Luo >


    Asian American Law Librarians Caucus Minutes of the Business Meeting

    The 1996 business meeting of the Asian-American Law Librarians Caucus (AALLC) was held on Monday, July 22, 1996, at 5:15 in Room 111 of the Indianapolis Convention Center. Approximately thirty members attended the meeting. The meeting was called to order by President Kai-Yun Chiu at 5:20pm.

    1. Approval of Minutes of July 18, 1995 The minutes from the business meeting held on July 18, 1995 was submitted by President Kai-Yun Chiu in place of Secretary/ Treasurer Wendy Hu, who was unable to attend the Annual Meeting. Frank Liu moved to adopt the minutes as printed in the Asian American Law Librarians Caucus Newsletter, Vol. 1, No. 4. Bill McCloy seconded the motion, and the minutes were accepted.

    2. Approval of Financial Report (7/95 - 6/96)

    President Kai-Yun Chiu reported on the finances of the Caucus for Secretary/ Treasurer Wendy Hu, who was unable to attend. The financial statement was published in Asian-American Law Librarians Caucus Newsletter, Vol. 2, No. 1. President Chiu mentioned an outstanding debt owed to Haibin Hu, the newsletter editor, and an undeposited contribution. Frank Liu moved that the Financial Report be adopted. Dan Wade seconded the motion, and the financial report was accepted.

    3. The President's Report

    President Kai-Yun Chiu reported that it had been a very productive year for Caucus members and that she had hoped to do more work on Caucus matters. She announced several important awards that had been won by Caucus members including the 1996 AALL Call for Papers, won by Wei Luo for his paper "How to Find Laws of the People's Republic of China: A Research Guide with Selective Annotated Bibliographies." Another award winner was Frank Liu who won the 1996 Spirit of Law Librarianship Award for his good works. Finally, Paul Fu, former Caucus President won the Columbus Bar Association's Award of Merit.

    The President asked for a report from Caucus member Cossette Sun, Chair of the AALL Committee on Diversity. Cossette Sun thanked the Caucus members for their support and encouraged them to propose programs highlighting the diversity issues that are the core of the Committee on Diversity's goals.

    The President then introduced the incoming President, Nancy Cheng.

    4. The Incoming President's Remarks

    Nancy Cheng thanked Kai-Yun Chiu for the introduction and stated she was excited to serve the Caucus as President. She continued by calling for help and support for her efforts in the coming year.

    5. Committee Reports

    Program Committee. Mila Rush, chair of the Program Committee reported on the exciting Hong Kong 1997 program that would take place after the AALLC Luncheon on Wednesday afternoon. Mila Rush also mentioned several other programs of interest to AALLC members. Mila Rush then solicited ideas for the 1997 Annual Meeting. Dan Wade proposed inviting Professor Pat Chew of the University of Pittsburgh to discuss Asian-American images and stereotyping. He also mentioned Haibin Hu's proposal for a program on Asian-Pacific IGOs, including, but not limited to ASEAN.

    Publicity Committee. Dan Wade, chair of the Publicity Committee, announced the presence of AALLC's "bulletin board" accessible through Washburn's international legal resources page. He also announced that Wei Luo will be taking over the maintenance of the AALLC web page.

    Newsletter Committee. Haibin Hu, Newsletter Editor, was unable to attend due to the birth of his son one week before the meeting. All in attendance congratulated Haibin both on his son and his superb newsletter.

    Directory Committee. Heija B. Ryoo, Chair of the Directory Committee, circulated a draft directory of Caucus member names and addresses.

    6. Luncheon Announcement

    The President announced that the Luncheon would be held at the California Cafe at 11:45 on Wednesday.

    7. Book Request

    A request for a specific dictionary was raised and the bibliographic details will be published in an upcoming issue of the Newsletter.

    8. Election of 1996-1997 Officers

    Paul Fu, chair of the Nominations Committee, named Frank Liu, Professor of Law and Director of Duquesne University Law Library, for the office of Vice- President/President Elect of 1996-97 and Jonathan Franklin, Reference Librarian, University of Michigan Law Library for the office of Secretary/Treasurer. Frank Liu and Jonathan Franklin were elected unanimously by the members present.

    9. Other Business

    There was no other business. The meeting was adjourned at 6:00 pm.

The online version will be maintained by the Committee throughout the year.
